How are public hashtags ranked?

Q: How are public hashtags ranked?

Discovery uses community feedback and usage. Public hashtag cards show a score, and users can upvote or downvote results. The initial trending list is curated by eligibility and rotation rules, so it is not a permanent ranking strictly sorted by total uses. Search results also depend on the query and selected AI type.
