After refresh a video starts paused; choose Play to begin. Restoration checks your current chat access and the source message. Deleted media or lost access cannot be restored. Unsent previews and profile photos do not restore this way.

Can a fullscreen photo or video reopen after a browser refresh?

Yes. Refreshing a delivered fullscreen photo or video can restore the selected attachment, including after you change items. The restored viewer contains that source message’s media. Close it to return to the library.
